Is the photo uploaded to a server?
No. The mosaic and blur are drawn on your browser's canvas, so the photo never leaves your device. You never have to upload a photo to somebody else's server just to hide something on it.
Can the hidden parts be recovered later?
No. The saved image keeps only the hidden pixels — the originals are gone. Your original file is left untouched and the result is saved as a new file, so keep the original if you still need it.
Should I use mosaic or blur?
Mosaic makes it obvious that something was hidden; blur blends in more naturally. But a weak blur can leave the shape of letters readable, so for plates or ID numbers pick mosaic and raise the strength.
